About the Opportunity
IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) for Professional Health Services and is seeking highly qualified senior-level consultants to join our proposed roster under Lot #8 – Health Strategic Planning / Project Planning / Project Management.
This posting is not tied to a live or immediate contract. Rather, it is an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue project opportunities and propose rostered consultants for relevant assignments as needs arise.
Participation in this roster does not guarantee work; however, inclusion positions consultants for consideration on future Department of Health projects aligned with their expertise.
Scope of Services
Under Lot #8, the Department of Health is seeking consultants to provide strategic planning, project planning, and project management support across health operations, health services delivery, corporate services, and population health.
Assignments may involve facilitating strategic planning processes or providing hands-on project planning and project management services. Consultants may support departmental leadership through structured planning, facilitation, documentation, and implementation coordination, tailored to Nunavut’s health system context.
Areas of Subject Matter Expertise
Consultants may be proposed for projects requiring expertise in one or more of the following areas:

Health system strategic planning

Health operations and services delivery planning
-
Visioning, SWOT analysis, and environmental scanning

Goal setting, strategy development, and implementation planning
-
Facilitation of leadership and strategic planning sessions
-
Project planning and project management in health settings
-
Corporate services and population health project support
-
Change and implementation coordination
-
Monitoring, reporting, and continuous improvement

Senior (Executive) Strategic Planning, Project Planning, and Project Management Consulting Services, including:

Supporting health strategic planning processes, including:

Visioning and future-state definition
-
SWOT and environmental analysis
-
Goal and priority setting
-
Strategy development and alignment

Facilitating strategic planning meetings and workshops for health leaders

Managing planning meeting logistics and agendas
-
Providing scribe services to capture discussions, decisions, and action items

Providing education and guidance on the strategic planning process

Developing formal strategic plans, including:

Drafting and revisions
-
Formatting and presentation
-
Coordination of translation, where required

Providing project planning and project management services, including:

Consultation, training, and coaching of departmental staff

Development of project plans, schedules, and risk registers

Acting as a Project Manager to coordinate projects and undertake specific duties, as required

Consultant Profile Requirements
To be considered for inclusion in the roster, consultants must clearly demonstrate:

Senior-level experience in strategic planning and/or project management in health or public-sector environments
-
Experience facilitating executive or senior leadership planning processes
-
Strong facilitation, documentation, and synthesis skills
-
Experience managing complex projects across multiple stakeholders
-
Ability to translate planning discussions into clear, actionable strategies and plans
-
Experience working in Nunavut, Arctic, rural, remote, or Indigenous contexts (strong asset)
-
Demonstrated cultural competence and awareness of Inuit societal values and northern planning realities

Where a consultant has previously completed similar work for the Government of Nunavut, the relevant GN Department or Division may be used as a reference in accordance with GN procurement practices
