This Lot is exclusive of any work initiated under RFP2023-21. All work related to nursing orientation and education/training must be initiated under RFP2023-21, not under this Standing Offer.
About the Opportunity
IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) for Professional Health Services and is seeking highly qualified senior-level consultants to join our proposed roster under Lot #4 – Staff Training Curriculum Development and Delivery.
This posting is not tied to a live or immediate contract. Rather, it is an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue project opportunities and propose rostered consultants for relevant assignments as needs arise.
Participation in this roster does not guarantee work; however, inclusion positions consultants for consideration on future Department of Health projects aligned with their expertise.
Scope of Services
Under Lot #4, the Department of Health is seeking consultants to support the design, development, adaptation, and delivery of clinical and/or non-clinical training curriculum for newly hired health care professionals, paraprofessionals, and leadership.
Consultants will work in collaboration with appropriate Health teams, which may include Health Human Resources, the Chief Nursing Officer, Public Health Nursing Consultants, and other departmental stakeholders, to develop training that builds knowledge and skills specific to clinical and non-clinical roles, responsibilities, and service delivery requirements.
Projects may include adapting existing curriculum materials, pilot testing and refining curriculum, and developing instructional content and tools. This Lot also includes delivery of staff training in multiple formats, along with supporting infrastructure and learner tracking.
Areas of Subject Matter Expertise
Consultants may be proposed for projects requiring expertise in one or more of the following areas:

Clinical and non-clinical curriculum design and development

Adult learning principles and instructional design

Workforce training for health care professionals and paraprofessionals

Leadership development and non-clinical skills training

Adaptation of existing training and education materials

Development of digital learning content (e-learning, video, online modules)

Information Management / IT Governance Requirements
All IT-related projects under this Lot must follow the GN Health Information Unit (HIU) approval process.
Specifically:

Projects must be submitted through a Project Request Form
-
Projects undergo a HIU-led Needs Assessment, in collaboration with TIN, to assess technical feasibility
-
No project may bypass HIU approval
-
Projects must be completed prior to Executive review
-
Following Executive approval, HIU formally engages TIN IM/IT for joint implementation to ensure compatibility and GN-wide alignment
Consultants must be able to work within these governance requirements and support compliance throughout the project lifecycle.

Consultant Profile Requirements
To be considered for inclusion in the roster, consultants must clearly demonstrate:
-
Senior-level experience in training curriculum development and delivery, preferably in health or public-sector environments
-
Experience applying adult learning and instructional design principles
-
Experience developing and delivering training for health care professionals, paraprofessionals, and/or leadership
-
Experience working with e-learning platforms, virtual training tools, or learning management systems
-
Experience supporting training delivery across multiple formats
-
Ability to collaborate effectively with multidisciplinary health system teams
-
Experience working in Nunavut, Arctic, rural, remote, or Indigenous contexts (strong asset)
-
Demonstrated cultural competence and awareness of Inuit societal values and northern training realities
-
Ability to operate within GN IM/IT governance and approval processes
