About the Opportunity

IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) and is seeking highly qualified Senior (Executive) Leaders and Consultants to join our proposed roster.

This posting is not tied to a live or immediate contract. Rather, it is an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is successfully added to the Standing Offer, we will actively pursue contract opportunities and propose rostered consultants for relevant assignments as they arise.

Participation in this roster does not guarantee work; however, it positions you for consideration on future Department of Health projects aligned with your expertise.

Scope of Services

The Department of Health is seeking contractors capable of providing interim executive leadership, senior advisory, and consulting services across its divisions. Assignments may include short- to medium-term engagements requiring strategic oversight, transformation leadership, or specialized subject matter expertise in complex health system environments.

Areas of Subject Matter Expertise

Consultants may be proposed for projects requiring expertise in one or more of the following areas:

  • Health policy

  • Public and population health programming

  • Epidemiology and communicable diseases

  • Environmental health and sustainable resource management

  • Primary care delivery

  • Mental health and addictions services

  • Midwifery and maternal/infant care (pre- and post-natal)

  • Nutrition (child, adult, geriatric)

  • Pediatrics

  • Oral health

  • Geriatrics and long-term care (all populations)

  • Clinical pharmacology

  • Specialized medical services

  • Diagnostic imaging

  • Tele-health and virtual care

  • eHealth and digital health

  • Health informatics and data infrastructure

  • Patient relations, safety, and quality

  • Community development and engagement

  • Health system economics

  • Health research

  • Recruitment of medical professionals

  • Best practices in medical travel (including air ambulance services, medical boarding homes)

This Posting Is For:

Senior (Executive) Leadership and Consulting Services, including:

  • Providing executive-level leadership and advisory support across Department of Health divisions

  • Acting as interim senior leadership (e.g., Executive Director, Director, Senior Advisor)

  • Leading complex initiatives, transformations, or priority projects

  • Advising on policy, systems, governance, and operational improvements

Consultant Profile Requirements

To be considered for inclusion in the roster, consultants must be able to clearly demonstrate:

  • Senior-level qualifications and expertise relevant to the proposed services

  • Experience applying specialized knowledge in real-world, complex environments

  • Experience working in Nunavut, the Arctic, remote, Indigenous, or similarly complex jurisdictions (strong asset)

  • Proven ability to operate at an executive or system-wide level

  • Strong professional judgment, adaptability, and cultural awareness

Submission Requirements

To streamline the process, IntelliStaff will provide a standardized template for interested consultants to complete. Submissions will include:

  1. Summary of Experience and Expertise

  2. One-Page Service-Specific Narrative

    • A concise description of your experience directly related to the service area(s) for which you are being proposed

  3. Resume (Maximum Two Pages)

  4. Relevant Project Experience (Past Five Years)

    • A detailed list of similar projects completed

    • Identification of the client organization

    • Brief description of the work performed

    • Project outcomes achieved

Consultants must clearly demonstrate appropriate, relevant knowledge, skills, and experience aligned with the Department of Health’s requirements.

References

  • Letters of reference from past clients and/or government organizations may be included to strengthen your profile

  • References will not be contacted without your prior knowledge and approval

  • Please note: where a consultant has previously completed similar work for the Government of Nunavut, the GN Department and Division for which the work was performed may automatically be used as a reference, in accordance with GN procurement practices
