About the Opportunity

IntelliStaff is seeking experienced consultants to support an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement focused on Program Development and Implementation.

This posting is not tied to a live or immediate contract. Consultants who respond will be considered for inclusion in a qualified roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue program-related assignments and propose rostered consultants based on alignment with specific project needs.

While there is no guarantee of work, inclusion on this roster positions consultants for future Department of Health engagements in Nunavut’s uniquely complex healthcare environment.

Role Overview – Program Development & Implementation

Consultants on this roster may be engaged to provide hands-on program development, implementation, and operational support across the Department of Health.

Assignments may include one or more of the following:

• Providing support for health system planning and strategic advice related to health system infrastructure

• Designing, developing, and implementing health programs using evidence-informed and best-practice approaches

• Applying clinical expertise and strategic insight to program development and implementation

• Supporting logistics planning, operational readiness, and rollout of health programs

• Advising on scalability, sustainability, and adaptation of programs within remote and resource-constrained settings

Areas of Subject Matter Expertise

Program development and implementation work may span a range of health system areas, including but not limited to:

• Public and population health programming

• Primary care delivery

• Mental health and addictions services

• Maternal, infant, and child health

• Chronic disease prevention and management

• Community-based and culturally responsive health programs

• Tele-health and virtual service delivery

• Health system integration and service coordination

Ideal Consultant Profile

We are seeking consultants who can clearly demonstrate:

• Proven experience in health program development and implementation

• Ability to translate strategy into operational, real-world delivery

• Experience supporting program rollouts, including logistics, operations, and change readiness

• Clinical background and/or deep applied experience informing program design (where applicable)

• Experience working in Nunavut, Arctic, rural, remote, or Indigenous health contexts (strong asset)

• Cultural competence and awareness of Inuit societal values and northern healthcare realities
