About the Opportunity

IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) for Professional Health Services and is seeking highly qualified senior-level consultants to join our proposed roster under Lot #12 – Privacy and Access to Information.

This posting is not tied to a live or immediate contract. Rather, it is an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue project opportunities and propose rostered consultants for relevant assignments as needs arise.

Participation in this roster does not guarantee work; however, inclusion positions consultants for consideration on future Department of Health privacy and access-to-information initiatives aligned with their expertise.


Scope of Services

Under Lot #12, the Department of Health is seeking consultants to support the planning, implementation, monitoring, and evaluation of privacy and access to information processes, working under the direction of the Health Privacy Office.

Assignments may involve strategic advisory support, hands-on delivery, capacity building, training, policy and legislative support, and coordination across GN stakeholders. All work must align with GN-wide privacy, access to information, and security requirements and support the development of sustainable, Nunavummiut-led privacy functions within the Department of Health.


Areas of Subject Matter Expertise

Consultants may be proposed for projects requiring expertise in one or more of the following areas:

  • Health privacy governance and program development

  • Access to information and privacy (ATIP) processes

  • Privacy Impact Assessments (Pre-PIAs and PIAs)

  • Health information privacy legislation and policy

  • Privacy education and training development

  • Capacity building and workforce development

  • Privacy communications and awareness

  • Interdepartmental and GN-wide privacy alignment

  • Health information management and compliance


This Posting Is For

Senior (Executive) Privacy and Access to Information Consulting Services, including:

  • Providing resources, expertise, and oversight to support the Health Privacy Office in developing sustainable privacy functions

  • Supporting training and capacity building to establish a fully staffed, Nunavummiut-led Health Privacy Office

  • Developing and delivering privacy education, including:

    • Online training modules

    • Tailored workshops

    • Awareness and guidance materials specific to health information

  • Supporting the Project Lead in the development and review of Pre-PIAs and PIAs, including:

    • Consultation

    • Documentation

    • Feedback and refinement

  • Assisting with the development of health-specific communications, including:

    • Guidelines

    • Memos

    • Presentations

    • Implementation tools

  • Supporting the development, consultation, and implementation of Nunavut-specific Health Privacy Legislation

  • Ensuring collaboration between the Health Privacy Office and the Department of Executive and Intergovernmental Affairs (EIA), recognizing a dotted-line relationship for GN-wide alignment on privacy and access to information standards


Privacy / IM-IT Governance Requirements

All privacy software solutions under this Lot must follow the GN Health Information Unit (HIU) approval process.

Specifically:

  • Projects are submitted through a Health Privacy Office request

  • Projects undergo a HIU-led review, in collaboration with TIN IM/IT, to assess technical feasibility

  • No privacy software solution may bypass HIU approval

  • Projects must be completed prior to Executive review

  • Following Executive approval, HIU formally engages TIN IM/IT for joint implementation

  • All solutions must ensure GN-wide alignment and compliance with GN security and privacy standards

Consultants must be able to work effectively within this governance framework and support compliance throughout the project lifecycle.


Typical Deliverables

Deliverables will be defined per assignment and may include:

  • Privacy program frameworks and implementation plans

  • Training curricula, modules, and workshop materials

  • Privacy awareness and communication products

  • Pre-PIAs and PIAs (draft and final)

  • Privacy policies, guidelines, and procedural documents

  • Legislative research, analysis, and draft materials

  • Briefing notes and presentations for leadership

  • Monitoring and evaluation reports


Consultant Profile Requirements

To be considered for inclusion in the roster, consultants must clearly demonstrate:

  • Senior-level experience in privacy, access to information, or information governance, preferably in health or public-sector environments

  • Experience supporting privacy program development and implementation

  • Experience conducting or supporting Pre-PIAs and PIAs

  • Experience developing and delivering privacy training and education

  • Knowledge of health information privacy legislation and policy

  • Experience working collaboratively across departments and GN stakeholders

  • Ability to operate within GN IM/IT and privacy governance frameworks

  • Experience working in Nunavut, Arctic, rural, remote, or Indigenous contexts (strong asset)

  • Demonstrated cultural competence and awareness of Inuit societal values and northern privacy considerations


Submission Requirements

To streamline the process, IntelliStaff will provide a standardized Consultant Submission Template for interested consultants to complete.

Submissions must include:

  • Summary of Experience and Expertise

  • One-Page Service-Specific Narrative
    A concise description of your experience directly related to Lot #12 – Privacy and Access to Information

  • Resume (Maximum Two Pages)

  • Relevant Project Experience (Past Five Years), including:

    • Client organization

    • Brief description of work performed

    • Outcomes achieved

All required components must be submitted as one single Word document, following the structure and page limits outlined in the template. Incomplete or non-compliant submissions may not be included in the roster.


References

  • Letters of reference from past clients and/or government organizations may be included to strengthen submissions

  • References will not be contacted without prior knowledge and approval

  • Where a consultant has previously completed similar work for the Government of Nunavut, the relevant GN Department or Division may be used as a reference in accordance with GN procurement practices
