About the Role
We’re looking for a seasoned IT Program Governance Manager to support a large-scale public sector digital transformation. This role is all about keeping complex programs on the rails; governance, risk, oversight, and helping executives make good decisions with clear information and fewer surprises.

What You’ll Be Doing

Establishing and continuously improving an IT program governance framework for a multi-stream digital transformation

Defining and managing:
-
Decision-making structures and escalation paths
-
Stage gates, approval checkpoints, and control mechanisms
-
Program-level standards, policies, and compliance requirements
-
Providing independent oversight across scope, schedule, budget, risk, and benefits realization

Ensuring alignment with:
-
Public sector governance and reporting standards
-
Enterprise architecture, security, and privacy requirements
-
Regulatory and policy frameworks
-
Overseeing program-level risk, issue, and dependency management; escalating issues before they become headlines
-
Preparing executive-level dashboards, reports, and briefing materials
-
Facilitating governance forums including steering committees and executive decision sessions
-
Acting as a trusted advisor to senior business and IT leaders
-
Supporting continuous improvement of governance practices, including Agile and hybrid delivery models
Required Qualifications
-
8+ years of experience in IT program management, portfolio management, or IT governance
-
Proven experience supporting public sector organizations in Canada
-
Strong knowledge of IT governance frameworks and risk management
-
Experience with large-scale digital transformation initiatives
-
Excellent communication and stakeholder management skills
-
Ability to work independently with sound judgement and objectivity
Preferred Experience

Experience working in Canada’s North or remote regions
-
Experience supporting programs involving Indigenous communities
-
Familiarity with public sector accountability, funding, and reporting models

Experience governing Agile, hybrid, or SAFe-based delivery environments
