About the Opportunity
IntelliStaff is seeking experienced Policy and Planning consultants to support an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement.
This posting is not tied to a live or immediate contract. Consultants who respond will be considered for inclusion in a qualified roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue future policy- and planning-related assignments and propose rostered consultants based on alignment with specific Department of Health needs.
While inclusion on the roster does not guarantee work, it positions consultants for future GN Health engagements in a complex, evolving health policy environment.
Role Overview – Policy & Planning
Consultants on this roster may be engaged to provide strategic policy advice, planning support, and applied research services across the Department of Health.
Assignments may include one or more of the following:

Providing strategic advice to inform and develop health policy, including:
-
Project and work plan development
-
Gathering input and engaging stakeholders
-
Conducting research, jurisdictional scans, and reviews of existing initiatives
-

Supporting the development of:
-
Action plans and strategic frameworks
-
Business plans and funding proposals
-
Submissions to Cabinet
-
Briefing materials and synthesis reports
-
-
Providing support and advice on new strategic partnerships, including intergovernmental and cross-sector collaborations
-
Advising on legislative and regulatory matters related to Health, including privacy, confidentiality, and personal health information
-
Providing support for policy research, development, and legislative review
-
Supporting or delivering training related to policy research, development, and writing (e.g., briefing notes, Cabinet documents)

Preparing or overseeing the preparation of technical subject reports, briefs, and presentations

Ideal Consultant Profile
We are seeking consultants who can clearly demonstrate:

Strong experience in health policy development and planning

Proven ability to support Cabinet-level decision-making and senior leadership
-
Experience conducting applied research and translating findings into clear, actionable policy advice

Experience reviewing or developing legislation, regulations, and policy frameworks
-
Excellent written communication skills, including briefing notes, reports, and presentations
-
Experience working in Nunavut, Arctic, rural, remote, or Indigenous governance contexts (strong asset)

Cultural competence and awareness of Inuit societal values and northern policy environments
