About the Opportunity
IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) for Professional Health Services and is seeking highly qualified senior-level consultants to join our proposed roster under Lot #5 – Health Change Management / Organizational and Team Development.
This posting is not tied to a live or immediate contract. Rather, it is an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue project opportunities and propose rostered consultants for relevant assignments as needs arise.
Participation in this roster does not guarantee work; however, inclusion positions consultants for consideration on future Department of Health projects aligned with their expertise.
Scope of Services
Under Lot #5, the Department of Health is seeking consultants to support change management, organizational development, and team development initiatives across the health system.
Projects under this Lot may vary significantly in scope and complexity. Depending on the specific project, consultants may provide advisory support, hands-on delivery, facilitation, or capacity-building services to support organizational effectiveness, team performance, and successful implementation of change initiatives.
Work may involve collaboration with departmental leadership, managers, front-line staff, and other stakeholders at the team, division, or system level.

Consultants may be proposed for projects requiring expertise in one or more of the following areas:

Senior (Executive) Change Management, Organizational and Team Development Consulting Services, including:

Supporting change management initiatives related to health system, program, or organizational change

Conducting needs assessments and change readiness assessments

Designing and facilitating stakeholder engagement processes
-
Supporting problem solving and solution design at the organizational or team level
-
Developing change strategies, roadmaps, and implementation plans
-
Providing consultation, coaching, and facilitation to leaders, managers, and teams
-
Supporting project management for change initiatives
-
Designing and delivering training and capacity-building related to change, leadership, or team effectiveness
-
Supporting monitoring and evaluation of change initiatives and organizational performance

Consultant Profile Requirements
To be considered for inclusion in the roster, consultants must clearly demonstrate:

Senior-level experience in change management, organizational development, or team development
-
Experience supporting complex change initiatives in health or public-sector environments
-
Experience working with leadership, management, and front-line teams
-
Strong facilitation, coaching, and stakeholder engagement skills
-
Experience designing and delivering training or capacity-building initiatives
-
Ability to operate effectively in complex, multi-stakeholder environments
-
Experience working in Nunavut, Arctic, rural, remote, or Indigenous contexts (strong asset)
-
Demonstrated cultural competence and awareness of Inuit societal values and northern organizational realities
