About the Opportunity
IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) for Professional Health Services and is seeking highly qualified senior-level consultants to join our proposed roster under Lot #9 – Financial Reviews / Value for Money Reviews.
This posting is not tied to a live or immediate contract. Rather, it is an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue project opportunities and propose rostered consultants for relevant assignments as needs arise.
Participation in this roster does not guarantee work; however, inclusion positions consultants for consideration on future Department of Health projects aligned with their expertise.
Scope of Services
Under Lot #9, the Department of Health is seeking consultants to conduct financial reviews and value-for-money assessments of health programs, services, operating units, or divisions.
Projects may involve strategic and operational financial analysis intended to improve efficiency, effectiveness, and accountability in health system spending. Assignments may range from high-level strategic reviews to detailed financial or value-for-money assessments of specific programs or contracted services.
Projects may include stakeholder engagement and collaboration with departmental leadership, finance teams, program managers, and external service providers.
Areas of Subject Matter Expertise
Consultants may be proposed for projects requiring expertise in one or more of the following areas:

Financial review and analysis in health or public-sector environments

Value-for-money and cost-effectiveness assessments

Strategic financial reviews and operational efficiency analysis

Zero-based budgeting and expenditure analysis

Financial oversight of contribution agreements and service contracts

Senior (Executive) Financial Review and Value for Money Consulting Services, including:

Conducting financial and/or value-for-money reviews of health programs, services, operating units, or divisions

Conducting zero-based budgeting exercises related to health operations, services, or programs

Consultant Profile Requirements
To be considered for inclusion in the roster, consultants must clearly demonstrate:

Senior-level experience in financial analysis, value-for-money reviews, or public-sector financial management
-
Experience conducting financial reviews or audits in health or public-sector contexts
-
Experience with strategic financial reviews and expenditure analysis
-
Experience supporting zero-based budgeting or similar financial planning approaches
-
Experience reviewing contribution agreements and service contracts
-
Ability to translate financial findings into clear, actionable recommendations
-
Experience working in Nunavut, Arctic, rural, remote, or Indigenous contexts (strong asset)
-
Demonstrated cultural competence and awareness of Inuit societal values and northern financial realities

Where a consultant has previously completed similar work for the Government of Nunavut, the relevant GN Department or Division may be used as a reference in accordance with GN procurement practices
