About the Opportunity

IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) for Professional Health Services and is seeking highly qualified senior-level consultants to join our proposed roster under Lot #9 – Financial Reviews / Cost Control and Optimization Reviews.

This posting is not tied to a live or immediate contract. It represents an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is awarded the Standing Offer, we will actively pursue project opportunities and propose rostered consultants as needs arise.

Participation does not guarantee work; however, inclusion positions consultants for consideration on future Department of Health projects aligned with their expertise.

Scope of Services

Under Lot #9, the Department of Health is seeking consultants to conduct financial reviews and assessments focused on cost control and optimization, financial efficiency, outcome-based value, and budget efficiency across health programs, services, operating units, or divisions.

Projects may involve strategic and operational financial analysis intended to improve efficiency, effectiveness, accountability, and outcomes in health system spending. Assignments may range from high-level strategic reviews to detailed assessments of specific programs or contracted services.

Projects may include stakeholder engagement and collaboration with departmental leadership, finance teams, program managers, and external service providers.

Areas of Subject Matter Expertise

Consultants may be proposed for projects requiring expertise in one or more of the following areas:

• Financial review and analysis in health or public-sector environments

• Cost control and optimization; financial efficiency; outcome-based value; budget efficiency assessments

• Strategic financial reviews and operational efficiency analysis

• Zero-based budgeting and expenditure analysis

• Financial oversight of contribution agreements and service contracts

• Public-sector financial management and accountability

• Health system funding models and expenditure drivers

• Stakeholder engagement related to financial and efficiency reviews

This Posting Is For

Senior (Executive) Financial Review and Cost Control and Optimization Consulting Services, including:

• Conducting financial reviews and assessments focused on financial efficiency and outcome-based value

• Supporting strategic reviews across the Department to:

  • Better focus health programs and services

  • Streamline internal operations

  • Improve financial sustainability and outcomes

• Conducting zero-based budgeting exercises related to health operations, services, or programs

• Conducting financial efficiency and budget efficiency reviews of services delivered through:

  • Contribution agreements

  • Service contracts

• Engaging stakeholders to inform review findings and recommendations

• Identifying opportunities for improved cost control, efficiency, effectiveness, and financial governance

• Preparing clear, evidence-based recommendations for leadership decision-making

Typical Deliverables

Deliverables will be defined per assignment and may include:

• Financial review and analysis reports

• Cost control and optimization frameworks and findings

• Financial efficiency and outcome-based value assessments

• Zero-based budgeting models and documentation

• Strategic financial review reports

• Cost, budget efficiency, and operational efficiency analyses

• Risk and controls observations

• Recommendations and implementation considerations

• Briefing materials for senior leadership

Consultant Profile Requirements

Consultants must clearly demonstrate:

• Senior-level experience in financial analysis, cost control and optimization, or public-sector financial management

• Experience conducting financial reviews or audits in health or public-sector contexts

• Experience with strategic financial reviews and expenditure analysis

• Experience supporting zero-based budgeting or similar financial planning approaches

• Experience reviewing contribution agreements and service contracts

• Ability to translate financial findings into clear, actionable recommendations

• Experience working in Nunavut, Arctic, rural, remote, or Indigenous contexts; strong asset

• Demonstrated cultural competence and awareness of Inuit societal values and northern financial realities

Submissions must include:

• Summary of Experience and Expertise

• One-Page Service-Specific Narrative

  • A concise description of experience directly related to
    Lot #9 – Financial Reviews / Cost Control and Optimization Reviews

• Resume; maximum two pages

• Relevant Project Experience; past five years, including:

  • Client organization

  • Brief description of work performed

  • Outcomes achieved

All components must be submitted as one single Word document. Incomplete or non-compliant submissions may not be included in the roster.

References

• Letters of reference may be included

• References will not be contacted without prior approval

• Previous work completed for the Government of Nunavut may be referenced in accordance with GN procurement practices
