Senior Procurement Advisor & Leadership Mentor
Location: Nunavut; onsite
Term: Initial 6-month contract with potential extension
Start: As soon as possible
Sector: Government / Public Sector
About the Opportunity
IntelliStaff is recruiting an accomplished Senior Procurement Advisor & Leadership Mentor for a territorial government department in Nunavut.
The central procurement function is undergoing significant organizational change, with new leadership, recently appointed managers and procurement officers, and a mandate to modernize how procurement supports infrastructure, programs and public services across the territory.
This is a senior advisory and mentoring engagement, not an operational backfill position. You will act as a trusted advisor to procurement leadership, providing executive-level coaching, strategic guidance and practical procurement expertise while helping develop the capabilities of the broader team.
You will also bring an independent perspective on how procurement can operate more efficiently and strategically while maintaining fairness, transparency, compliance and defensible decision-making.
What You'll Do
- Coach and advise procurement leadership on strategic direction, executive judgement, organizational change and leadership of a highly visible procurement function.
- Support leadership with challenging people-management matters, team development, accountability and performance expectations.
- Mentor procurement managers and officers on complex files, prioritization, documentation, risk assessment and defensible decision-making.
- Independently assess procurement processes, templates, policies and practices and recommend practical improvements.
- Help modernize procurement processes so they effectively support infrastructure projects, programs and operational requirements.
- Provide senior-level advice on complex, high-risk and high-value procurement files.
- Advise on major construction procurement and alternative project delivery approaches, including design-build, construction management and integrated project delivery.
- Provide guidance regarding trade agreement obligations, Canadian sourcing considerations and Nunavut-specific procurement requirements.
- Support procurement governance, fairness, transparency and risk management.
- Develop sustainable tools, processes and leadership routines that can remain in place after the engagement concludes.
- Transfer knowledge and build internal procurement capacity across the organization.
What We're Looking For
- 20+ years of public-sector procurement experience, including substantial senior management or executive leadership experience.
- Extensive government procurement experience is required; candidates with exclusively private-sector procurement backgrounds will not be considered.
- Demonstrated experience coaching, mentoring and developing procurement leaders and teams through organizational change.
- Advanced knowledge of public-sector procurement, competitive tendering, procurement law, fairness and risk management.
- Strong working knowledge of major Canadian trade agreements affecting public procurement, including CFTA and CETA.
- Significant experience with complex and high-value procurement.
- Experience with construction procurement and alternative delivery models such as:
- Design-build
- Construction management
- Integrated project delivery
- Demonstrated success modernizing procurement processes, policies or functions.
- Experience procuring within complex, remote, geographically dispersed or supply-constrained environments.
- SCMP or equivalent senior professional designation or standing.
- Strong executive communication, coaching, briefing, facilitation and relationship-management skills.
Assets
- Federal, provincial or territorial procurement leadership experience.
- Participation in federal-provincial-territorial procurement working groups or forums.
- Previous procurement experience in Nunavut or elsewhere in Northern Canada.
- Experience working with Indigenous governments, organizations or communities.
- Knowledge of modern treaties, land claim agreements or Indigenous procurement obligations.
- Experience with logistics-sensitive procurement involving marine transportation, aviation, sealift, seasonal transportation or remote supply chains.
- Experience supporting major government infrastructure projects.
Top 5 Reasons to Work in Nunavut
- Make a Direct Impact on Public Services
Procurement decisions in Nunavut can directly influence infrastructure, housing, transportation and the delivery of essential government services across communities. Senior advisors can see the practical impact of their work. - Apply Your Experience to Genuinely Complex Procurement
Remote communities, limited supplier markets, seasonal transportation, construction logistics and northern operating conditions create procurement challenges that are very different from those faced by most southern Canadian organizations. - Help Develop the Next Generation of Procurement Leaders
This role is specifically designed around mentorship and knowledge transfer. You will have the opportunity to pass decades of experience to emerging managers and procurement professionals while helping establish practices they can continue using after your contract ends. - Shape Procurement Strategy, Not Just Individual Files
Rather than simply managing a procurement workload, you will help influence governance, leadership practices, processes, risk management and the overall effectiveness of a territorial procurement function. - Experience Canada's North
Working in Nunavut provides a rare opportunity to experience Inuit culture, Arctic landscapes and communities that most Canadians will never encounter professionally.
Why This Role
This is an opportunity for an experienced public-sector procurement executive to make a focused and lasting contribution to a procurement organization undergoing meaningful change.
It may be particularly attractive to former federal, provincial or territorial procurement executives, recently retired government leaders, Chief Procurement Officers and senior procurement consultants who want to apply their experience through a defined, high-impact engagement.
Additional Information
- Initial contract term is approximately six months, with potential for extension.
- The position requires an onsite presence in Nunavut.
- Travel requirements and arrangements will be discussed with shortlisted candidates.
- Accommodation arrangements will be discussed during the recruitment process.
- Candidates must be willing and able to complete applicable government security screening.
Experienced public-sector procurement leaders interested in contributing their expertise to government procurement in Nunavut are encouraged to apply.
