About the Opportunity
IntelliStaff is seeking experienced Monitoring and Evaluation (M&E) consultants to support an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement.
This posting is not tied to a live or immediate contract. Consultants who respond will be considered for inclusion in a qualified roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue future M&E-related assignments and propose rostered consultants based on alignment with Department of Health priorities.
While inclusion on the roster does not guarantee work, it positions consultants for future GN Health engagements focused on evidence, performance, and continuous improvement.
Role Overview – Monitoring & Evaluation
Consultants on this roster may be engaged to provide strategic advice and applied expertise to strengthen monitoring, evaluation, and performance measurement across the Department of Health.
Assignments may include one or more of the following:

Providing strategic advice on best practices for monitoring and evaluation across Health broadly

Developing portfolio-specific M&E approaches tailored to diverse programs and services

Designing or refining M&E frameworks, logic models, theories of change, and performance measurement strategies
-
Advising on indicators, data sources, and data collection methodologies
-
Supporting the design and implementation of evaluation plans
-
Providing guidance on data interpretation, learning, and use of findings to inform decision-making
-
Supporting capacity-building and training related to M&E practices
-
Translating M&E findings into clear reports, briefs, and presentations for senior leadership
Areas of Evaluation Focus
Monitoring and evaluation work may span a range of health system areas, including but not limited to:

Public and population health programs

Primary care and clinical services
-
Mental health and addictions
-
Community-based and Indigenous health programs
-
Health system performance and quality improvement
-
Service integration and system transformation initiatives
Ideal Consultant Profile
We are seeking consultants who can clearly demonstrate:

Strong experience in monitoring and evaluation within health or public-sector environments
-
Ability to provide strategic, system-wide M&E advice, not just project-level evaluation
-
Experience developing or advising on M&E frameworks, indicators, and methodologies
-
Experience working with complex or imperfect data environments
-
Strong analytical and written communication skills
-
Experience working in Nunavut, Arctic, rural, remote, or Indigenous contexts (strong asset)

Cultural competence and awareness of Inuit societal values and northern health system realities
