About the Opportunity
IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) for Professional Health Services and is seeking highly qualified senior-level consultants to join our proposed roster under Lot #10 – Business Case Development / Writing.
This posting is not tied to a live or immediate contract. Rather, it is an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue project opportunities and propose rostered consultants for relevant assignments as needs arise.
Participation in this roster does not guarantee work; however, inclusion positions consultants for consideration on future Department of Health projects aligned with their expertise.
Scope of Services
Under Lot #10, the Department of Health is seeking consultants to provide business case development, writing, and coordination support for new funding requests, in accordance with Government of Nunavut business case processes and requirements.
Assignments may involve supporting management and program teams through all stages of business case development, from early concept and justification through to final drafting and submission. Work may include coordination across multiple divisions or programs to ensure alignment, consistency, and completeness.
Areas of Subject Matter Expertise
Consultants may be proposed for projects requiring expertise in one or more of the following areas:

Business case development in public-sector or government environments

Health program and service funding proposals

GN business case processes and templates

Financial analysis and budget development

Stakeholder interviews and information gathering

Strategic rationale and justification development

Cross-divisional coordination and integration

Editing, formatting, and quality assurance of business cases
This Posting Is For
Senior (Executive) Business Case Development and Writing Consulting Services, including:

Supporting management in the development and writing of business cases for new funding

Developing business case rationales and justifications, aligned with departmental priorities and GN requirements

Conducting background research to support evidence-based proposals
-
Interviewing relevant staff and stakeholders to gather required information
-
Supporting budget development and financial sections of business cases
-
Drafting complete business cases or key sections, as required

Editing and refining business cases for clarity, completeness, and alignment
-
Reformatting business cases to meet required GN templates and standards
-
Coordinating business case development across divisions or the Department, where required

Consultant Profile Requirements
To be considered for inclusion in the roster, consultants must clearly demonstrate:

Senior-level experience in business case development and writing, preferably in government or public-sector environments

Experience supporting health program or service funding proposals
-
Strong understanding of financial analysis and budget development
-
Ability to synthesize complex information into clear, persuasive business cases

Experience coordinating input from multiple stakeholders or divisions
-
Strong writing, editing, and formatting skills
-
Experience working in Nunavut, Arctic, rural, remote, or Indigenous contexts (strong asset)

Demonstrated cultural competence and awareness of Inuit societal values and northern funding realities

All required components must be submitted as one single Word document, following the structure and page limits outlined in the template. Incomplete or non-compliant submissions may not be included in the roster.

Letters of reference from past clients and/or government organizations may be included to strengthen submissions

References will not be contacted without prior knowledge and approval

Where a consultant has previously completed similar work for the Government of Nunavut, the relevant GN Department or Division may be used as a reference in accordance with GN procurement practices
