About the Opportunity

IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) for Professional Health Services and is seeking highly qualified senior-level consultants to join our proposed roster under Lot #3 – Health Infrastructure Planning / Small Health Capital Planning and Procurement.

This posting is not tied to a live or immediate contract. Rather, it is an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue project opportunities and propose rostered consultants for relevant assignments as needs arise.

Participation in this roster does not guarantee work; however, inclusion positions consultants for consideration on future Department of Health projects aligned with their expertise.


Scope of Services

Under Lot #3, the Department of Health is seeking consultants who can provide subject matter expertise and technical assistance to support health infrastructure planning and small health capital planning and procurement.

Assignments may involve planning for the infrastructure required to ensure the delivery of safe, sustainable, and effective health care services, particularly in remote and northern contexts. This may include clinical infrastructure planning for remote health centres and supporting systems such as telecommunications, electricity, water, and transportation/airline services.

Projects may involve collaboration with partner departments, ministries, service providers, and communities, and may require coordination with TIN Procurement in support of capital planning and procurement activities.


Areas of Subject Matter Expertise

Consultants may be proposed for projects requiring expertise in one or more of the following areas:

  • Health infrastructure planning and assessment

  • Clinical infrastructure planning for remote and northern health facilities

  • Small health capital planning and prioritization

  • Capital planning within public-sector or government environments

  • Lifecycle planning for health facilities and assets

  • Procurement planning and support (in collaboration with TIN Procurement)

  • Medical equipment, vehicle, and furniture procurement support

  • Infrastructure supporting systems (telecommunications, power, water, transportation)

  • Cross-departmental and inter-agency coordination

  • Community and stakeholder engagement related to infrastructure planning


This Posting Is For

Senior (Executive) Health Infrastructure and Small Capital Planning & Procurement Consulting Services, including:

  • Providing technical assistance and subject matter expertise to support health infrastructure planning

  • Supporting planning for infrastructure required for health service delivery, including:

    • Remote and community health centres

    • Telecommunications and connectivity

    • Electricity and power systems

    • Water and sanitation systems

    • Transportation and airline service considerations

  • Developing studies, reports, and recommendations related to infrastructure planning

  • Supporting small capital planning and responding to the GN capital planning process

  • Supporting ongoing lifecycle planning, including:

    • Flooring, roofing, windows, fixtures

    • Mechanical and electrical components

    • Interior and exterior finishes and painting

  • Supporting the purchase of new or replacement medical equipment, vehicles, and furniture

  • Collaborating with TIN Procurement on procurement-related activities, as required

  • Working with partner departments, service providers, and communities to support planning and implementation


Typical Deliverables

Deliverables will be defined per assignment and may include:

  • Health infrastructure planning studies and assessments

  • Capital planning documentation and recommendations

  • Lifecycle planning and asset replacement plans

  • Business cases or supporting documentation for capital requests

  • Procurement support documentation (e.g., specifications, planning inputs)

  • Equipment and asset replacement recommendations

  • Reports and briefings for departmental leadership

  • Stakeholder and community engagement summaries


Consultant Profile Requirements

To be considered for inclusion in the roster, consultants must clearly demonstrate:

  • Senior-level experience in health infrastructure planning, capital planning, or facilities management

  • Experience supporting small capital planning and/or procurement in public-sector environments

  • Experience working within government capital planning and approval processes

  • Experience planning infrastructure in remote, northern, or challenging environments

  • Ability to collaborate effectively with procurement teams, including TIN Procurement

  • Experience working with multiple stakeholders, including partner departments and communities

  • Strong analytical and written communication skills

  • Demonstrated cultural competence and awareness of Inuit societal values and northern realities


Submission Requirements

Submissions must include:

  • Summary of Experience and Expertise

  • One-Page Service-Specific Narrative
    A concise description of your experience directly related to Lot #3 – Health Infrastructure Planning / Small Health Capital Planning and Procurement

  • Resume (Maximum Two Pages)

  • Relevant Project Experience (Past Five Years), including:

    • Client organization

    • Brief description of work performed

    • Outcomes achieved

All required components must be submitted as one single Word document, following the structure and page limits outlined in the template. Incomplete or non-compliant submissions may not be included in the roster.


References

  • Letters of reference from past clients and/or government organizations may be included to strengthen submissions

  • References will not be contacted without prior knowledge and approval

  • Where a consultant has previously completed similar work for the Government of Nunavut, the relevant GN Department or Division may be used as a reference in accordance with GN procurement practices
